Is it normal that our pipes below the kitchen sinks are frozen with thermostat being set as 60 degrees?

Great answers... Simply leaving your faucets dripping will prevent them from freezing. Be sure and leave the hot and cold dripping, because the hot side will actually freeze faster than the cold side.
