Can a landlord have an unlicensed person do major repair work?

the landlord has every right to hire who ever he wants to do any work that he wants....that being said...if there is a problem still with it....as in water is still leaking then you can hire a lawyer and threaten to sue him and you will win....but if he is having it being fixed right now by a homeless man you can't say anything because he is working on fixing the problem
